The Personnel Budget and Finance Committee met on June 8th.

The auditor's update was revenue for the month,

$3,165,283 change expenses, $2,078,476.

Overall, for the year, the revenues, $11,338,367

and the expenses are $12,088,769,

which includes about $1.2 million

for the police department at that point.

Did not bring the tax department number

and I did not write that down

that we were up a little bit slightly for the month,

I believe, and we're still up slightly for the year on that.

Number of things we're discussed,

most of which are gonna come before us tonight,

one thing that's not going to come for us

that was on the agenda was the Forest Street Project,

we're still needed to track some things down on that,

but that's gonna be replacing the road

beside the courthouse, the old brick road,

which is just terrible to drive on.

So that'll come before us next month.

Everything else, I believe,

we're going to have discussions about tonight

with the exception, I did not see the parking lot at the pool,

I don't think that's on here or the pickleball courts

and the pools, I don't think we have that.

Otherwise, we will meet again on July 6th at 5.30 PM

I did attend the public service meeting.

I wrote the minutes and then didn't bring

the street department report.

And for about a year, I didn't realize I should read

everything that Bill put on here,

but I guess that's, do I just hit the highlights?

The street department, they met with folks about water

in the basement, replaced traffic lights around town,

met Columbia Gas at the center street project.

They put signs up at the pool, cleaned some ditches,

delivered trash cans.

They did some coal patching, had a zoom meeting

with choice one on the fourth street project.

They had a sinkhole, they had to take care of with Middohio,

reported some lights that were out to Ohio Edison.

They did some weed eating, trimmed trees,

called in oops about the sinkhole at Caling Park.

They had to visit from Bureau of Workman's Comp.

They worked on the trash trucks, changed oil,

did a sewer repair, looked at Kenny with the contractor

about the black top repairs.

They had to mose some city property,

worked on a drain, worked on the mowers,

delivered signs for a flea market and the church.

I'd say they had a busy month,

and that was the street department report,

so that's all I had.

At Public Safety Committee meeting on June the 9th,

we started 6 p.m., all three committee members were present.

We approved the minutes from the May 10th meeting.

Mr. Chief Heads was there, gave his fire an EMS report.

Mr. Hitt will give that report to Council momentarily.

There's a discussion come up about advertising

for sealed beds and selling the fire chiefs,

former vehicle, a 2004 GMC Yukon.

There was a motion by Mr. Hitt,

seconded by Mr. Stahl to bring it to Council.

There was a three yes vote to bring to Council,

and I believe it's on for tonight.

Mr. Hitt will sponsor that legislation.

Under the police report, Sergeant Harris gave the police report

for Chief Nickle.

Mr. Stahl is supposed to give it,

he's not here, I'll give it momentarily.

Under Safety Service Director,

Mr. Saltsman spoke about continuing construction work

that's going on on the inside of the new police building.

Still looking for the end of July for completion, hopefully.

Under new business, we had none.

Under old business, we had none.

We did have a public comment.

We had a guest, her name is Betty Figaro.

She has some red cross.

She spoke about the need for volunteers for the red cross.

Three to four hours a month, it's all they're asking for.

And I believe she told me there was an online training

that you can take, you don't even have to leave your house.

So if anybody's interested, contact her.

I have her number if anybody needs it.

Department personnel participate in safety town

and a fair haven touch of truck event.

Officers participate in the London high school graduation

parade, graduation ceremonies

and the London middle school collar run.

Members of the department participate in the click it

or ticket event hosted by Madison County Public Health

promoting traffic safety awareness

and seat belt compliance.

Officers participate in the torture run

and lunch in the Cowling Park,

supporting Madison County Special Olympics,

helping raise awareness and support

for our local athletes.

The department assisted the Ohio State Highway Patrol

with an OVI checkpoint as part of ongoing efforts

to promote roadway safety and deter impaired driving.

Chief's assessment center process has been completed

and candidates have advanced to the next phrase

of the selection process.

Applications for police officer positions have been submitted

for certification to the Civil Service Commission.

Upon certification, the department will begin processing

candidates and conducting background investigations.

The department acquired a 2025 Ford and Mustang convertible

through a court authorized forfeiture process.

This vehicle is being prepared for auction.

Construction of the new police facility continues to progress.

Utility power installation and parking lot remediation work

is expected to be completed this week.

The building dedication ceremony remains scheduled

for July 30th at 10 a.m.

And that's all I have.

Yeah, I attended the Public Safety Committee meeting

and I'll give the Fire Chiefs report that he submitted.

EMS had a training in Madison Health activities

and also in advanced stroke life support for Ohio Health.

And fire training was driver's training

and new part time orientation.

They hosted several students for ride time for tolls

and grant paramedics class.

It's several house maintenance projects.

They attended London Lion Club summer, summer bash.

They escorted the London track team.

They had medical director meeting.

They hosted safety town tours.

They participated in the senior parade.

They participated in the eighth grade clapout.

They interacted with 638 kids, 200 senior citizens,

50 adults for public education.

And they attended the Madison County Senior Fair.

And as Rich mentioned, legislations coming forward

for the selling of their 2004 GMC Yukon,

some statistics last year.

There was 1,204 incidences,

which is an average of 7.525 per day.

This year, they had 1,206 incidences,

which is 7.5375 per day.

So it's up a tiny bit from last year.

And then also attended the public service committee meeting.

There wasn't any old business

and there wasn't any new legislation

that came out of that.

We did talk about the street department purchasing

a smaller dump truck as opposed to a larger one

for approximately 150,000,

which we had approved up to 275,000 for that

safety service director gave the street department report

and land and McKinsey gave the Parks and Recreation report.

Mr. Boyd will give the recreation report in a moment

and then we had several questions

that were addressed during the committee meeting

on a variety of topics such as grass in the streets

or curbs and sidewalk ramps.

is July 14th at 5 p.m. in the meeting room next door.

I also attended the Finance Committee.

The matter regarding the pickleball and pool parking lot

had already passed, Kenneth Soul.

Greg, it was just passing through committee for finalization.

And just to remind that was to approve to go to bid

for funds not to exceed $225,000 from a combination

of Parks and playground funds

and general funds, depending on whether it was repair

or new construction.

The rest of what we talked about,

the majority of which at finance is coming up later

on this agenda.

I got to attend the public service committee

and I'll be giving the Parks and Rec.

So the pool does still have memberships and punch cards

that you can be purchasing online.

and make sure that you have an account registered online.

After our pool rentals are filling up pretty quick

for then this summer, I was looking at that one

and you're pretty much into July

if you're wanting to get a data.

Enjoy the pool to yourself.

$350 for that guy in fun time from 7 to 9 p.m.

Still hiring lifeguards, still trying to get a few more of them

that way we can actually get some swim lessons planned

this year right now.

It's tough to actually get those going I guess

and may not have some of them.

So fingers crossed hopefully we can get a few extra lifeguards

to get those things going.

Also adult sports leagues will only be having the

co-ed softball this year.

Games on Sunday through the end of July.

The sand volleyball, you'll have co-ed some day afternoons

beginning July 12th and so those can still sign up online

get your team signed up and ready for it.

Had the movie night in Calming Park that was brought up

looked like it went really well out there.

Lots of people showing up through the evening

so could you up on that one.

And then some new park rules are more of a sign

that we put up out at the park there

kind of helping deal with the new situations

of our electric bikes in the city

that they are kind of they're flying through the parks there.

And so there has been signage put up kind of showing

hey we don't want any bicycles or any kind of

wheeled vehicles on the paths within the parks.

We had discussed maybe possibly bringing this to where it

says no motorized vehicles on the city park pathways.

But you know I think that's kind of yeah

our job of sitting here as Anita was saying

that adjust these laws to the new things in technology

that is going to continue to update as we go.

And so hopefully we can keep looking into that

keep our parks open to the city as much as possible.

Yeah good evening thanks everyone for coming out.

On Tuesday I had the opportunity along with two other mayors

and three county commissioners from Central Ohio

to travel over to Columbus to meet with Congressman Kerry.

It was a roundtable discussion

we talked about things going on in our community central

Ohio the state on the federal level.

It's a great discussion.

I just appreciate the Congressman taking this time out

to do that as well as all the support he has given us

especially with the police department.

As it was spoke about the movie night did happen

and it was very well attended.

It's probably the biggest movie we've ever showed

attendance wise the event went well.

I just want to thank London Parks and Rec and Eve

for all the hard work that they put into that

manning all the stations and just doing that

for our community that free family event.

As you guys know we have been talking about Rumpkey

for the sanitation services we did sign the contract

and we sent that into them.

It's looking like August 1st is the date

that we're shooting for.

The agreement not only avoids the increases

that we had talked about but it will save citizens

money immediately while maintaining the same level

of service that they currently receive.

The contract is guaranteed for three years

and I believe the city has an option to extend that

for two additional but most important residents

will experience no no interruption in their service.

Trash collection schedules will remain the same

and current trash containers will be continued to be used.

So it just helps with the transition

and also just looking out for the citizens and their dollars.

The new police department is coming along.

Seems like we're out on the site every day.

The progress is going well.

The interior work I just walked through it again today.

It is looking very good.

We're getting very close and we hope to have a complete

by the end of July.

Once again we're continuing to monitor

and go through the governmental process

of people not mowing their properties.

It seemed to bring this up in every meeting in the summer.

If you have a property that's near you

or you see one, please reach out to the administrative office

and we will get it on the list or let you know

that it's already on the list

and it's going through the governmental process.

But as always, the easiest thing to do is just mow your lawn.

I want to thank the Mary Mack Miracle Park Board.

They are finalizing plans to have two new dugouts installed

at the Mary Mack ball field.

They hope to have that project completed sometime in August.

So we just appreciate their continued partnership

and their efforts for Mary Mack.

I spoke about the London Cobre show

that'll be coming here on Saturday, June 27th.

We did have a meeting with them

and they're going back to their old path

on how they came into town.

I said a different path they decided to go back to the old one.

So they'll be starting at the Madison County Engineers Office

and at 9 a.m. they're going to head into town.

They'll come down Route 40 and then hit State Route 56

and make their way into Main Street heading south.

So they should make their way into town a little bit

after 9 a.m. and their event ends at 3.

And as we know, that coincides with the London Strawberry Festival

which runs from June 25th through the 27th.

The London Fireworks, we're here to celebrate 250 years

of independence and the London Fireworks will be July 3rd

at dusk which is usually around 10 p.m.

And those will be let off from London High School.

Before I move on to the fun fact,

I want to thank Councilman Eads.

We had our big 10-U tournament championship

for the, there was 12 teams in 10-U this year.

It's Madison and Pickaway County League.

And the old Casey's Care Outcubs were in the championship.

Now, it was not our night.

Has Greg will probably tell you.

But we came up a little short in the championship.

But Councilman Eads came down and they had the game on the radio.

So that's a big deal for a bunch of 10-year-olds to,

and we were there but people were saying that

it was just neat to hear the kids' names and their interests.

And so, LABC did a great job putting that championship on.

So I just want to thank you and ready FM for doing that

for the kids that I know meant a lot to them.

So now on to the fun fact, which is the number 55.

So that is how many entries we already have

in our Independence Day parade.

For comparison last year, we had a little over 60.

And we still have over two weeks for people,

well, hopefully a week to get their applications in

but a little over two weeks before the parade.

So this is shaping up to be one of the biggest

and best parades Madison County has ever seen.

So on the 4th of July, we will host the parade

and it's starting at 11 a.m.

That parade route starts from Park Avenue

and then heads south on Main Street to 1st Street.

to be the same rate or a guarantee

that they'll give a service for three years.

We have two one-year add-ons that are our option

that we can add to it at the end of that three years.

So I think things are starting to come together there.

because I know there's been number of questions.

So Todd Brandenburg is their now director of operations.

I think he was assistant director

of the event they changed his job title.

But like he has become our person

to go to with information, needs things like that.

It has definitely increased.

We meet every month before the London meeting

and have an operational meeting discussed.

But those communications are really opened up

and I think that when we have needs,

they've been addressed pretty good.

So I bring that up for a couple of reasons.

One is if people have issues that can't get done

and we get people to call the time,

we're passing on the Todd from citizens

that are reaching out to us,

but same if you guys see issues.

We tend to be doing really well

with communicating that level.

So I want to, we're quick to condemn.

So I want to throw a pro out there too

that things are looking up from that perspective.

So the chief of a retiring effective August 7th,

we hope to have the new chief in place

with one more part of the process, the interview process.

We hope to have him,

the new chief selected the first week of July.

Really happy, I think the mayor said last meeting

like with three really great candidates

had a good assessment center.

So we're looking forward to moving forward with that.

And my opinion is no matter which way we go,

we've got three really good candidates

to be able to see the chief through the next 10 years.

But that's going to open a sergeant's exam too.

And so we're starting that process

because we don't have a current sergeant's list.

So one of them will get promoted.

We'll have that vacancy.

So we're starting that process with civil service.

I think the 24th will finalize that date,

move forward with the test for that.

So I went in inspect of the day.

I dig out and took some pictures today

I'll address in general for both there.

We have it from, I mean, there are a 22 and an 18-year-old vehicle

that's run the plows in the front rusted.

We have one where we're using an old sign

that we're the floor rusted through,

tremendous amount of rust.

The 2008, we've already replaced the steering box

at least once it's leaking heavily again.

I'll be glad to share the pictures.

We will get that assessment also,

but these are old trucks have been used hardly over the years

for both largely for snow removal.

They take some abuse.

So even though, and I know there are questions

about the miles and that's a fair question asked,

but it's like fire apparatus.

It's more about hours and the use than it is

necessarily just how many miles.

Like say, I'll be glad to share these photos with you

if you'd like, but these vehicles

have seen their life.

So there's other questions I'll be glad to address.

And that's what I was kind of like.

I figured another way of looking at this

would be saying, you know,

are many of our other trucks or dump trucks

around this age under 50,000 miles right now

or maybe I don't know the specific, you know, miles they are.

I'm assuming they're all fairly low

because it's, you know, in town,

you know, we have 99 square miles of,

or 99 miles of road miles.

You know, it's not like we're huge

so they don't get that much, but they get abused.

I do want to make a comment,

and I noticed this, so before the snow storm,

I was out there, the guys in that shop

take their care of their equipment.

They're always taking care of their change in the world.

They're doing the maintenance on them,

taking care of their clean, and they wax them.

They are all the current equipment.

If you went out there and looked at it,

they do really take care of that equipment.

I think part of it, you know,

they're salt trucks, they're ploughs, you know,

just the jobs they do are gonna lead them

more to rust of the undercarriage,

rust and through things like that.

And then obviously you have different vehicles

that have mechanical issues

just because of the year and that, so.

But I am caught, I mean, my opinion is,

those vehicles have exceeded the use for us.

If the desire still to have the inspection done,

he scheduled a commount, we'll do that,

and move forward after that then.

Yeah, it was something kind of open for tonight.

So I was hoping to say yes to make a motion

to the electors of the city of London

and declare an emergency.

So when we did the aggregation program the last time

that was for electricity only, this

is the same program following the same process

to put it to a ballot question as to whether or not

the London should amass itself as a single package

to effectuate better rates with a natural gas providers.

We are currently not aggregated.

Our rates, just this last winter,

I think everybody felt the pinch of the increased cost

of a per unit price on natural gas.

So hopefully if this gets before, and this is only

to pass to put it to ballot.

So people still have their opportunity

to voice their opinion as to whether or not

that would be a good idea.

And even if it does pass, there's always

an opt out provision if you choose not to aggregate,

you would certainly not be required to.

And just let it right now, this is scheduled

for a public hearing on July 2nd.

And once again, discussed the things that she felt

that we needed to not just operate as a city council,

but operate this room as a room that holds events.

So when all of that was said and done,

the discussion was what was the proper channel for the money

to go to to be appropriated to to do spent.

So with that, we were going to use city council,

miscellaneous ad money to that.

So that we can spend it upon that discussion.

codified ordinances. This one is with the fire EMS division for I guess it's bringing us up to

match what is pretty standard in the state. Steve can correct me on this. It's for an original

appointment as a firefighter in the city of London. They have to be at least 18 years old and

before they turn 41. Yep, that's correct. So our previous legislation restricts the age we can hire

and just as we've been having the issues on the police side saying we're the fire

giving people within that correct age. The state law allows us only to the maximum of 40 age 41

and that is again they have to be appointed. The original appointment must be before the 41st

birthday and we are asking an emergency. Don't make a motion to suspend the three reading rule.

the residency requirement. The police detective police canine isn't our new position descriptions

and they also will have the residency requirement. The police officer will have updated

job skills and maximum age as a requirement. The firefighter full time will have the maximum age

requirement. Firefire paramedic will have maximum age requirement and a new job description.

The part-time fire inspector is a new position description and street department will all have

residency requirements due to the need to respond to weather and other emergencies.

And was there any emergency on this. No. Okay. So real quick, this just brings up from the previous

three legislations we did. It brings the job descriptions in consistent with that and make sure

everything is comfortable and then on to resolution 146-26. I get motion to read by title number.

and we have our law director that she can confirm

that we are allowed to do that

and she is good with this piece of legislation or this amendment.

I think some of the wrapping was coming off.

Some of the bottom of that bill was already replaced by the

chief's new vehicle and then they acquired a truck that was that was going to

be used for prevention.

But they tried to acquire a separate vehicle in much better shape.

I think it's a pleasant value.

So just doesn't offer us the visual or the effect.

We said that we'll be having do that now or several several years ago we went in contracts

so they bought the equipment we paid for the materials and they they come over and do

I'm not sure if it's been published yet, but we do have a schedule for the four different

I do have a few things.

First of all, I would like to thank the police department for allowing us the Lions Club

to use their grill.

They've allowed that for the last three years.

Without the grill, we don't hand out the free hamburgers and hot dogs, which is always

nice.

The fire department showed up unexpectedly, but we were really happy to have them there.

We want to thank Councilman Boyd.

He showed up and without him, we would not have had an activity because we were running

a little short on volunteers ourselves that day.

Otherwise, it was a scary day to begin with, because we knew rain was going to move in.

And it moved in.

It lasted about 10 minutes, and we think that kept the attendance down.

However, after that, everybody seemed to enjoy it.

We had a lot of positive comments.

So we thank the Parks and Rec for allowing us to use the building or use the shelter house.

And it's just a nice community band.

Everybody works together.

It's really nice.

The mayor brought up the baseball game if anybody wants to listen to that.

There was a discussion earlier about sinkholes, and I've had people call and ask, where

the sinkholes are appearing, why is this happening?

There was one right beside the legion on Union Street, I think that was relatively new.

Do we have, we determine a cause of what's causing these, and a lot of people have commented

on center street how bad that was, but I don't think those were sinkholes, I think that

was work.

Just give me a little explanation there, please.

Yeah, so the one by the legion I think was, that's middle-high, they had one on center

at Walnut, that we just, I just looked at, and we've built along the other day, we

think that is directly in line with a recent water repair they did.

Total gasment, I'm not at the expert, but I think when they did the vacuum, they probably

pulled out the gravel from underneath, and that sunk in.

It's small right against the curb, but those have been thrown in middle-high too.

The other, I think we talked about in the previous meeting out off of East High Street,

that clearly was from the area that had just been repaired from middle-high over some

water.

When they did that repair, they were going to come back, I've not heard back from them,

but they were going to investigate further.

They filled it with, with, with back belt with gravel, but they were going to hold off

the patch, so they figured out why and done it.

They had literally just paid that the day before, so to my knowledge, there's none that's

been on a storm sewer side.

Right.

That, once again, the Todd Brandenburg thing with middle-high, I got a message about one

of them that he just spoke about my email Todd, and he was like, we'll get somebody out

there today, and they were out there, and they assessed it.

It just takes a little bit of time to get a fix, especially when you have to black

top.

But if anybody has any or sees one, please get hold of the administration, and we'll get

that email shot over immediately.
