of Commissioners are proud to celebrate

the LGBTQIA

plus rights, culture, and progress

following the Stonewall Columbus Pride

Festival in in the march held last

Saturday. Stonewall Columbus' I'm sorry,

I lost my place. Stonewall Columbus

Pride is one of the biggest LGBTQIA

plus celebrations in the United States

of America, attracting more than

700,000.

Say that again. 700,000

visitors through a week-long series of

events, performances, and community

gatherings. Franklin County is home to

the largest Pride Festival in March in

Ohio and the second largest in the

Midwest. That's saying a lot. Last

weekend, hundreds of thousands of people

gathered in downtown Columbus to

celebrate Pride and the progress that

have been made toward greater equality,

inclusion, and acceptance. Franklin

County was proud to lead a delegation in

the marsh with 369

registered participants joining us in

standing in solidarity with the LGBTQIA

plus community alongside residents,

families, businesses, and community

organizations. We celebrated diversity

and the vibrancy that make Franklin

County a stronger and more welcome place

for everyone. I just want to say um I

had the pleasure of being a part of that

369 individuals and it is something um

that makes you feel prideful to know

that we're coming together as a

community. Every year um literally

hundreds of thousands of people come out

and stand for equality and stand for uh

one community togetherness. That's

important. But I have to say again, as

someone I've said this so many times,

maybe at Nauseium, as someone who grew

up here, it is a different Franklin

County than the kind of Franklin County

I grew up in. And and I like that about

this community. I really like the way

we've progressed and grown over the

years. And I can honestly say that we

are a better Franklin County than we

were yesterday. A better Franklin County

today than we were yesterday simply

because of the statement and our

community coming together. And so to all

those who walked and I I know my

colleagues are so prideful about uh this

effort too. So I offer um Commissioner

Cwley an opportunity to say to add some

words if she'd like.

>> Absolutely. Uh thank you uh Commissioner

Boyce. Um thank you to all of our staff

um and everyone who registered to uh

march in the parade this past weekend.

Um I was unable to make it. I planned on

attending um and unfortunately uh

couldn't make it this morning but have

attended every year since I've been at

the at the board. Yeah.

>> Um I normally do all the things right um

you know to uh to participate in and

it's always fun. It's always exciting.

Um, and it's always it just feels good

um to be among so many people with so

much pride um and community and

celebrating just love and unity um and

just the progress that we've made in in

in this county. And so, um I saw some of

the pictures, it looked like I missed

out. I definitely had FOMO. Um but you

know, it's not just one day, right? It's

not just one day um that we celebrate um

love and and everyone um it's all year

around and so um hopefully that spirit

uh from this past weekend's march

continues on throughout this month but

more importantly throughout the year. So

thank you.

many of her folks and I don't know if

you want to add anything prosecutor.

would echo the sentiments that uh the

commissioners have already shared. Uh,

you know, this is historic for the

prosecutor's office to participate um in

this uh parade. Uh, Janine um was happy

to to join our office. We had well over

60 um attorneys and staff members

present and I think that says a lot for

where our values are for this community.

And so I'm honored to be a part of team

Franklin County. we were strong and we

looked good on Saturday. Um, I'll also

say that someone shared with me uh who's

a member of the um LGBTQIA community uh

that there was a time in Franklin County

uh where uh you were shunned if you

participated in the parade or if you

wanted to be there, you were um in the

shadows just looking um at those who

were had enough courage um or enough

privilege to march in that parade. And

uh to your point, Commissioner Boyce, I

think it does say a lot of where uh

where we have come, how far we have come

in Franklin County, and that this is a

pri priority for um all of uh the

residents and employees of um uh

Franklin County. And so I'm just honored

to be a part of the team.

Good morning, commissioners and county

administration. I'm Brad Steen, staff

council for auditor Michael Stiniano. We

have one item for you this morning, a

proposed resolution that would authorize

a modification of an existing contract

with MAPS, Inc. for the provision of

tech support services. The current

contract was approved in December of

2025. Under that contract, MAPSUS has

been providing technical support

services for the data exchange system

between the auditor's office and the

treasurer's office, which these offices

used to make sure the tax bill

administration is done accurately and

efficiently. This proposed modification

would add three months and $56,000 to

the existing contract terms. And this

extension would just allow for

uninterrupted service while MAPS in the

auditor's office pursue a longer term

the United States Department of

Transportation Safe Streets and Roads

for All program, which supports local

and regional efforts to prevent roadway

fatalities and serious injuries. Um they

accomplish this through comprehensive

safety planning and implementation.

This particular plan was prepared uh

with our consultant with input from

public agencies, stakeholders, and

members of the public and is intended to

serve as a framework for improving

transportation safety for all roadway

users and will support future engineers

office efforts to improve roadway safety

and pursue federal, state, and local

path and sidewalks along the corridor.

Uh we successfully negotiated with the

property owners and compensation is

intersection with two modern

roundabouts. Uh this matter was

previously referred to the prosecutor's

office to assist us with eminent domain

proceedings. Uh but through the

assistance of the prosecutor's office,

we were able to successfully negotiate a

settlement in this matter. Uh and this

is the final appropriation on this

Treasures Office. The Franklin County

Treasures Office is seeking a resolution

authorizing a contract extension with

Huntington National Bank for depository

and other banking related services.

Huntington National Bank was awarded a

contract to provide depository and other

banking related services for the

treasures office on May 26, 2022 under

resolution 043622.

The term of the contract was for a

period of three years beginning July

1st, 22 through June 30, 25 with the

option to extend the contract for two

additional one-year periods. The

treasur's office requires a depository

and other banking related service. The

term of the contract extension will be

for 12 months beginning on the date

signed by the board of commissioner

through June 30, 2027.

The total cost of the county shall not

exceed $225,000.

The treasur's office recommends the

contract extension with Huntington

National Bank for depository and other

Aging. The Franklin County Office on

Aging administers Franklin County Senior

Options, which is a consumer focused

system of care funded by senior by the

senior services levy. The senior options

program provides various services to

senior residents within Franklin County,

including but not limited to durable

medical equipment, home safety, mobility

aids, and related supports that help

seniors remain independently in their

homes. The original contract requires

the supply and delivery of durable

medical equipment to Franklin County

senior residents receiving services

through the through the Franklin County

Office on Aging. FCOA wishes the

authorization of the final contract

extension with Crosby's Drugs and a

total amount not to exceed $225,000.

The term the extension will be for a

2-year period beginning January 1st,

2025 through December 31st, 2026. All

actions taken under the contract

extension from January 21st, 2025

through approval of the extension will

be ratified by the approval and passage

of this resolution. This supports this

resolution supports goal number nine of

the Franklin County Rise Together

with Buckeye Tigers Aviation to support

workforce development, career

exploration, and aviation industry

pathway programming for Franklin County

youth in the amount of $40,250.

administration. And Dina Austin, serving

as director of economic engagement and

community development. Commissioners, we

would like to thank the Office of

Economic Devel Economic Development and

Planning, excuse me, and the prosecuting

attorney's office for their support and

collaboration on all three resolutions

being presented today. The first is with

the Buckeye Tigers Aviation, which is a

nonprofit organization located in

Franklin County and a trusted partner

whose mission is to provide students

with access to educational programming

and career exposure within the aviation

industry. Buckeye Tigers Aviation has

been a long-standing presence in the

central Ohio community, delivering

aviation focused programming through a

dedicated network of volunteers

comprised of aviation professionals and

community members. The grant will

support a week-long aviation career

exploration and mentoring program

serving approximately 25 to 30 youth

ages 12 to 18. The program divi provides

an entry point and an engagement for

youth and young adults interested in

aviation and aerospace careers by

exposing participants to a variety of

aviation facilities, organizations, and

professionals throughout central Ohio,

which includes participation in career

fairs such as the Columbus City School

summer opportunities engagement fair and

also co-size passport to the color of

science afroentric early college high

school career fair and the Columbus East

High School College Career Fair as well

as homeschool visits providing an

intimate setting to engage one-on-one

students to ask specific questions that

navigate them to aviation careers.

Program activities also include Fight

Safety International and the Federal

Aviation Administration control tower,

which is located at the John Glenn

Columbus International Airport, and a

visit to the National Museum of the

United States Air Force in Dayton, Ohio,

as well as a 30inut introductory flight

experience abroad, a small aircraft

provided by Capitol City Aviation and

the Ohio State University Airport. These

experience are designed to increase

awareness of aviation careers, enhance

career readiness and inspire future

educational workforce pursuits within

the uh industry. The initiative aligns

with your rise together poverty

blueprint goals number 9 11 and 13 and

also all pillars of the office of

economic engagement and community

development and also commissioners

Andrew Pierce director of Buckeye Tigers

and Jerome Willis director of the

Columbus Ace Academy are here to address

any concerns uh if should you have any

lingering um thereafter we respectfully

request your approval on this resolution

youth and they just love it um their

families love it and so yeah I'm just

headquartered here in central Ohio and

the Mu Iota graduate chapter of the Ohio

State University supporting charitable

and educational program serving

residents throughout the region. The

initiative will provide academic

support, leadership development

opportunities, and college career

readiness programming designed to

strengthen educational access and

long-term economic mobility for a

minimum of 30 participating youth.

Through the Omega Lamp Scholarship

Initiative, the organization will also

administer scholarship opportunities for

high school seniors and college students

pursuing post-secary education.

Scholarships will be awarded based on

academic achievement, leadership

Commissioners, this final resolution

authorizes a grant agreement with the

Willie and Vivian Gatis Foundation, a

valued nonprofit partner whose mission

is rooted in the belief that every child

possesses the potential to thrive and

provided meaningful support,

opportunities, and guidance. For nearly

25 years, the foundation has provided

college readiness, leadership

development, and youth empowerment

programming for young people throughout

Franklin County. Through intentional

focus on education, entrepreneurship,

and exposure to new experiences, the

foundation equips youth with the

knowledge, skills, and resources needed

to discover and pursue their purpose.

Over the last several years, the

foundation's cohort model has

experienced significant growth with

participation increasing substantially

as more families seek structured

culturally responsive support. Demand

for services now exceeds capacity,

particularly in the areas of college

readiness coaching, financial aid

literacy, parent engagement, and

opportunities that expose students to

postsecary and career pathways.

Recognizing both the increased

participation and the critical need to

expand exposure opportunities for our

underserved youth. This increased

investment supports this growing demand,

enabling the foundation to serve more

scholars and families within a growing

Franklin County. Core components in

include financial aid literacy uh boot

camp, parent peer circles, a scholarship

nviation lab, college cost transparency

sessions, parent leadership and advocacy

training, one-on-one parent

consultations, and the addition of a

high school senior capstone, as well as

expanded multi-day college tours,

broadening exposure to Ohio's

institutions of higher learning. As

college costs continue to rise, the

first generation and low-income students

face pi persistent barriers to higher

education and economic mobility. This

work aligns with your with your uh with

grant program has served over 150

residents, achieving a 100% attendance
