First up, we have Mike McGraer. Is that

>> Mike McGraer. He um I did circulate the
email. He's not able to be here in
person, but did send an email that he
would like for me to um present to
council as his concern regarding
um non-uniform towing enforcement during
the strawberry festival. He um was
well in front of his apartment on um
South Main Street. There was no visible
no parking sign. Um he was parked in
front of the um
Graceful Gowns um storefront which did
have a no parking sign was towed from
that location on the I think it was
Wednesday night.
Um
and then uh
discovered later during the festival
while it was still clearly in um a no
parking zone that there were at least
two other vehicles parked in front of
the no parking signs. And he addressed
it with law enforcement um who uh he
asked, "Are these cars allowed to be
parked here in front of the no parking
signs?" And was um told that they
weren't sure. Um
and uh though are he asked if the cars
were allowed to be there and the officer
said that he wasn't sure. Um my friend
was um subject to a $500 tow bill and
then found out that the tow company
damaged his rental car. Um, so this is I
I'm not sure what specific action he's
looking for other than uniform
enforcement by law enforcement um for
any kind of parking restrictions. Um I'm
not sure what sort of um action they're
looking for from either city council or
the festival committee, but I can
understand uh his frustration if
officers towed him from a spot and then
were blatantly ignoring the fact that
there were people parked in a no parking
zone as the festival was ongoing.
and he did send ver uh photo
verification of the cars that were
causing him concern.

have a couple of things I'd like to get
in more information about. This will be
addressed to city c or to the
administration.
Uh Mr. Clawer, can you tell me where we
stand with the rumi contract? Has it
been completed? I know it's been signed,
but has all the other stuff that goes
along with it been been finalized?
>> Well, I don't know what you mean by all
the other stuff, but yes, the contract
has been signed. They will take over
August 1st. We are we are currently um
working on the mailer that will go out
to all the citizens to let them know how
everything will work. Currently
everything will be status quo. It'll be
the same days, the same pickup, the same
pretty much everything. Um the
employees, the three employees that we
do have in sanitation,
um I believe all three did uh have an
interview with Rumpky. Um, so I'm not
quite sure if there's anything else that
>> Well, there was in the contract it was
like a 30 some page contract and there
was a lot of things that for instance
everything that was had been done in the
past. Will it still stay the same?
>> Everything but the transfer station will
not we won't maintain the transfer
station.
>> So bulk pickup and all that kind of
stuff.
>> Yes. Everything everything is is going
to stay the same. And like I said, we'll
be getting information out to the
citizens as well as doing a social media
campaign, getting it on the website and
trying to get as much information out
there as possible um on how the transfer
will happen.
>> Okay. So, that was one of my questions,
but you've already answered it. How will
you inform the residents of London as
far as the change?
>> Yes, you. and what things are going to
happen or what things are going to stay
the same or if anything's going to be
changed.
>> Yeah. So, Rumpky has come up with a
mailer. We are on our second revision
just making sure that they put on there
everything that we want. The one of the
big questions that we're getting is curb
assistance. So, we're making sure that
that information is on there about curb
assistance for uh senior citizens as
well as ADA. Um, so we're making sure
that we got a new revision today and
we're making sure that they put that on
there and Rumkey will be mailing those
out to the citizens.
>> Okay. Staying along this same line, has
the administration
and Rumpy talked about is Rumpy going to
invoices or bills to the residents for
their trash pickup?
>> I believe so. They are going to bill.
It'll be every 3 months is what the bill
will be. Um,
let me look at this real fast because I
believe it says uh

>> It just won't be it. I was hoping that
it wouldn't be put into the mid Ohio
water.
>> No, no, no, no, no, no, no. They do
their they Okay.
>> Rumkey does their own billing. Um,
billing residents will be build by Rumpy
every 3 months. They offer a convenient
online payment option. Um, so you just
add your account and it's free. They
don't charge you like an upcharge to run
your card or whatever. Okay.

>> and that will be in the mail there as
well.
>> Yep. That's I'm looking at I'm looking
at that revision of the mailer right

>> So, this mailer talks about service day.
Your service day will remain the same.
Recycling and trash will be collected on
the same day. And it talks about
billing. It talks about the holidays
that they won't pick up, which is only
six holidays. I think we were like 11 or
12. Um the guidelines about setting out
trash and recycling. Um,
yard waste is just mixed in with your
trash. Place recycling loose in your
cart. Don't bag recycles. Extra carts,
like if you want extra carts. Um, bulky
and large items. This is something
people want to know about. It's just you
have to contact Rumpkkey customer
service by phone. may give a number or
email at least 24 hours before your
regularly scheduled collection day to
request a large item
or pair uh pickup like mattresses and
box springs and it talks about
upholstered items and appliances and
things of that nature
and then yeah and then we talk about
their plate they talk about the
placement in there just a little
background on themselves and then the
date of August 1st.

uh approved $20,000 last year for a
portable stage. Has that been boughten?

to start working on um outdoor music um
doing an outdoor music series. That is
what we are currently working on. Eve is

last two meetings in person but I looked
at it online
and the microphones for the city council

Uh my only concern is and I see a
pattern is whenever city council has a
question or concern about a resolution
and they ask the administration
there's the response is never but you
cannot hear the response. I don't know
it's because the things are turned off.
I don't know, but I have met I've seen
this happen quite a bit.

the sanitation department employees can
either pick to stay 30 or up to 60 days.

that will have them out there working on
stuff, getting things cleaned up,
getting things picked up, and go from
there.

So, um, first off, I I'm the president
of the London Strawberry Festival. Most
of you didn't know that. Hello. Um,
thank you for allowing me the
opportunity to speak tonight on behalf
of the London Strawberry Festival. As we
wrap up another successful festival, I
first want to express my gratitude to
everyone who played a part in making it
possible. Events like these don't happen
over one person. They happen because of
an entire community that comes together
with a shared goal. To the city of
London, thank you for your continued
partnership and support. We appreciate
the work from all of our city
departments from the police, fire, EMS,
street department, and the admins and
everyone behind the scenes who helped
ensure our festival was safe, organized,
and welcoming. I want to thank our
community um for
thanking our community and local
businesses for all of the entertainment
and celebrating one of our city's
longest standing traditions. Seeing
families, friends, and visitors come
together is exactly what this festival
is all about. While every year brings
opportunities to learn and improve, we
are proud of what was accomplished. We
are already looking ahead to next year
and remaining and remain committed to
making the London Strawberry Festival
something our community can continue to
be proud of for generations to come.
First thing that I wanted to address
speaking on changes is the DORA. I
understand this is something new to the
city, new to the festivals, new to the
businesses that participate and to the
people who support it. But I feel the
city needs to be clear on actions the
festival organizers need to take. You
guys need to be clear on actions that
the festival organizers need to take. If
that's posting signs or sending out
notice or if that's nothing at all, but
that commu communication also needs to
be made to all city officials because
our police forcement did not know what
to do either. So, let me explain on
that. We have our state of Ohio liquor
license that I did or beer permit that I
did bring and then if anyone wants to
see a copy of it. And then I also did
bring um our temporary permit that was
signed off by Chief Nichols and by the
safety service director. So everyone
that is part of the city knew that we
had this beer permit. It was not
something that wasn't approved. Um I
know that was kind of something that was
in question and I had made many many
many conversations asking what else
needs to be done. Do I need to post any
kind of signs? Do we have to do the Dora
cups? I made very many attempts and
asking what else am I okay?
Nothing else was relayed at all. And so
I feel like I'm willing to take
accountability for some of the harsh
words that were said. I do think that it
comes on both parties. There was both
parties that definitely had harsh words,
but I'll take accountability from my
reps that did that, to the business
owners and to the people. But I also am
expecting the city to take some
accountability as well because there was
no clear guidance on what I was supposed
to do as the festival president or any
of our board members. We had an in we
were told that DORA cannot happen during
our it can happen during our festival
but they can't be in our festival
grounds with Dora cups because we have
our own permit.
And when we were told that and all of
the people were coming in with Dora
cups, we were asking them, you either
have to drink that outside of our
borders or throw it away. That cannot
happen inside the festival grounds. When
they decided to not listen and tell us
we had to get the cops involved to get
anything done, that's exactly what we
did. We called the police department
over. The police department then tells
us they don't know what to do either.
So, they make phone calls to their
chief. They make phone calls to the
safety service director. I'm not sure if
you got a call that night or not, but
they made numerous phone calls to the
city to try to figure out what to do
because there was no clear guidance on
what to do between us, between our law
enforcement, between the business
owners. And so now this hardworking
relationship that I have been trying to
salvage and build for 2 years now since
me taking over with our businesses is
now gone. And I'm sure everyone has seen
the Facebook post. And I feel like the
city needs to take some accountability
instead of letting us as a organization
take all the heat because if we would
have known that's what we would have
done but we didn't know. We were we were
asking that was no never relayed. So I
understand it is new to the city. It's
new to the businesses. Unfortunately we
had to be the guinea pigs and now we're
in the situation we're in. But I hope
going forward the city makes clear
actions on how to take it because I know
Rib and Jazz is coming up in the past or
no, I'm sorry, Rhythm and RI. I forgot
they changed it. Um, and I know that
they also have a beer garden and you're
going to go through the same things if
this doesn't get fixed with clear
actions on who is responsible for what.
Um, so that is the first thing. Um,
let me skip through here.

>> Check. There we go. So, um I we will
take part of the blame on this as and
you said it. This was all new to
everybody, right? Um and we were trying
to figure it out. It was something that
kind of slipped through the cracks on
how this was going to work. And now
we've done our research and we've
figured out that you you were absolutely
correct. Right. So what it boils down to
is when they get their liquor license,
they set it up. The boundaries are
pretty much the building walls in a way.
So just like any Dora, you can't take a
drink from one bar, walk it down the
street, and walk inside of another Dora
bar. You just you're not allowed to do
that. So with them having that full
area, it was like somebody taking a Dora
drink into another liquor establishment
in a roundabout way. So we did we did
figure that out and we are working to
see what is best not just for the
festivals but also the businesses down
there, right? You know, that's one of
the reasons why we do these festivals is
to bring foot traffic, to show off our
downtown, to get people into those
businesses, to get people into those
different establishments. And and so we
are working on a game plan for that. And
you know, like I said, we do apologize
that all the the frustration that came
out of this um live and learn. and you
know, sorry that it happened, but I
think we'll get this game plan together
and we'll be able to figure it out where
everyone can benefit, where the
festivals can benefit as well as the
businesses can benefit.
>> Thank you. I appreciate that. Um, so
obviously it's been talks, like I said,
if you guys have seen any of the
Facebook posts, it's been talks of like
just there's been great posts, but
there's been a lot of bashing in like
the 1811 group post and stuff. So, I
just want to tell you guys a little bit
about um what we do do in the community.
So, the festival supports businesses.
Example, we paid almost $3,000 to Los
Mariachi's to cater our lunchon. We buy
signs from K CK signs. We order trophies
from Star Trophy. This is the second
year now we've rented out the public
pool. We had the London Public Library
and the youth football team at our
festival raising money. We did help 1811
clean the streets before the festival.
We do a community service project every
year to help something in our community.
Example, last year our queen did
veterans project. We adopt kids at
Christmas and we give a lot of we give
all of our queen scholarships to support
and we also support other Madison County
events as in fair fourth of July parade
um oldfashioned Christmas.
So, this isn't just a festival that's
going to come in and disrupt everyone's
lives. This is something that we do all
year round. Um, so I just think it's
crazy that there is a group of
volunteers who do this every year out of
the kindness of our hearts and because
of our love for the community. We make
nothing from doing any of this. And I do
get discouraged a little bit seeing all
the hate and sometimes question why I do
this. But then I think about the girls
and the boys in our program and the
families that enjoy the festival. I'm
willing to listen and take all the
constructive criticism. And once again,
we welcome anyone who wants to step up
and help volunteer. Despite all the
weather we had this year for our
festival
and our vendors said this was the best
year yet. So, this should tell you how
much the community is willing to come
out and support the festival no matter
the rain. They showed up and supported
because the people of our town love this
festival. And not only that, but not
only that, but believe it or not, we did
have outsiders who do come to the
festival. Let me give you a quick
example. I went and got these new
eyeglasses right before the festival in
Grove City on Stringtown Road and I
walked in with my London Strawberry
Festival shirt on and they said, "Oh my
gosh, I forgot that was this weekend."
And me and my family are defer said,
"That is something we want to come to.
We want to look and explore London and
come to the festival." And they were
from Stringtown Road on Grow City. So if
that doesn't show you that there are
local and outsiders who come to our
festival, I don't know what does. Um, so
I just want to hope to see a future
where we can all work together, make a
great festival, make it a huge success
like other festivals, Pumpkin Show,
Asheville 4th of July, West Jeff Fourth
of July, Jackson Apple, and there's so
many more. But I would like to invite
all the city council members, Eve and
Pat, to come to our offa convention in
November. Um, a little bit about our
convention in November. It's all the
Ohio festivals and they have room blocks
for Kalahari. There's a bunch of
different roundt discussions, ways that
you can help with your city, ways that
you can um help with your Queens
program, internet, Dora. I mean, so much
information that you can get. So, I
would really like to invite all of you
to come to that so that way you can
learn a little bit if you don't already
know on how a festival works and how to
do good things with like cooperating
with your city. Um, but yeah, so there's
other things that I'll probably bring up
closer to the festival that um I would
like to see if we can get changed, but
we don't have to talk about that today.

that explanation. And I know I received
a phone call about the DORA and the
conflicts with that and you know and
I've talked to the law director since
then and I and I think everybody's
trying to get on the same page u because
it was new. I I you know let's give him
credit and this was really the first
event that the door was actually fully
in place where we had the cups and we
had the signs and we had everything in
place. It's the first time there could
have been a conflict and it's
unfortunate that there was. So hopefully
that all gets smoothed out moving
forward for everybody to be able to
enjoy it.

coming out. Um, before I get started, I
do want to thank the Strawberry
Festival. Um, I went I was a I was out
of town, but I came down on Saturday and
walked through the festival, and it it
seemed to be going pretty well, and it
unfortunate about the door thing, but
like I said, we'll get that figured out.
Also want to thank the Cobras for coming
in. As she talked about, it was a funky
weather weekend and they didn't know if
it was going to rain or not. I think
they had like 170 registered, but only
about 95 came in. But that's still quite
a show. Um, and I want to thank them
because once again, they did donate
$7,500 to the police department and
$7,500 to the Division of Fire and EMS.
Um, while I'm on the thank yous, I want
to thank uh Paul Gross and Tom Coglin.
They uh paid to have a free pool day.
Yes, two days ago. Yeah, I think. And
there was about 235 people who took
advantage of that. Um Cooper Hudson Love
said, "Hey," he got a hold of me and
said, "Hey, this was fantastic. I'd like
to do it for a hundred people." So, he
did it for a hundred people today. Um,
and then we slashed the price back to $2
a person to, you know, help help cover
some cost, but also let people get in at
a cheaper rate today. So, we've had a
few busy days at the pool with this
beautiful weather that we've had. Um,
just a reminder that we do have the fair
coming up. It's kind of the next big
thing that'll start on the 11th and run
through July 18th.
Kids are out there putting a lot of work
into their projects. So, I do want to
congratulate them and wish them the best
of luck on all their projects as they go
through the week of the fair. So many
great events going on every night. You
can check all that stuff out. Um,
London fireworks, we've talked about
this, but those will be on July 3rd, um,
at dark be about 10 p.m. The school is
being gracious enough to let us let the
fireworks off out there, but if you
haven't seen, they are put they put in
new turf for the track and and new track
and new turf on the field. So, I I want
to read this. So, if you plan to join
people out on July 3rd for the fireworks
celebration at Bolis Field, please note
that the track and the plane service is
closed to the public during the event to
help protect the school's newly
installed track and turf. The home
bleachers, home entrance, and home
restrooms will remain open for
spectators, but they just ask everyone
to remain in the designated viewing
areas and avoid entering the field and
track. So, please don't go on to the
field or track. You can be in the
bleachers, you can be in that area, you
can be over there by the concession
stands. Just don't jump the fence and
get on the track or onto the field. Um,
and I do want to thank the school for
once once again being gracious enough to
do that. Now, on to the fun fact, which
this year is 78 this week, and that is
how many entries we have in the parade
for Saturday. So,
we had 62 last year. So, it's about a
25% increase or so.
It's going to be the biggest and best
parade um that we've seen. So, it's on
Saturday, the 4th of July,
and it will start at 11:00 a.m. The
parade route will go from Park Avenue
and then head south on Main Street and
then come all the way down to First
Street. Like I said, it's going to be a
great time. I'm excited to see the
streets packed with people. I'd say if
you added all the fire and EMS vehicles
as well as the police vehicles, we're
probably going to be at 85 things
rolling down that street. So, tell the
kids to bring their Kroger bags cuz
there's going to be a bunch of candy
being thrown out. So, super excited for

keep seeing that with everything we put

I was just going to add that um Mr.
Saltzman did have a mechanic review the
vehicle in question and Mr. Anthony, you
would ask about that. Um they found a
lot of issues with it. Power steering
leak, cupped front tires, rusted
manifold, rusted exhaust, rusted EGR
brackets, dry rotted rear tires, an oil
leak, rusted and rotted bed supports,
broken welds on the bed, hydraulic
leaks, transmission leaks, air tanks
almost rusted through, the air
compressor was all rust, needs a new
starter, needs new batteries, and also
had a coolant leak. So, I think these
workhorse trucks may not have a lot of
miles, but they get run hard.

same or uh again we worked through the
electricity aggregation some time ago
and then changed uh suppliers um last
year. This is starting that process over
uh in order to engage the um city in an
aggregation program for natural gas. We
are currently not doing any aggregation
as a collective. Anybody that is looking
for um lower rates than offered by this
uh the utility directly has to do it on
a peace meal or on a individual basis.
Um this is just submitting the question
of whether or not we should be packaged
and be looking at aggregation to the
electorate for vote. Um so there the the
reason for this emergency is immediate
effect so that we can get it to the
board of elections in ample time.

Well, just to remind everybody, this
2025 Ford Mustang GT convertible
was
was lost by the previous owner because
of a felony DUI. So, we now have
possession of that. We have title to
that. Um, and we want to sell that. It
was suggested
before the last meeting. It was
suggested at finance that we actually uh
would add the language to put a minimum
bid on there. We didn't catch that in
time. That has been added. You can see
it in the packet that's been updated.
However, it was pointed out by the
auditor that during that meeting that we
we did suggest it should be an emergency
clause which we don't have on here which
uh so that is the suggestion that came
from finance at that point that that we
add the emergency clause so they can uh
get this listed and sold.
So, hearing that, I'm sorry.

think they're trying to get this done as
fast as possible because if you have
seen the pictures, it's a very nice car.
It's also a convertible. So, the best
time to sell a convertible would be as
soon as possible. So, we think we could

having something similar to that and we
may we may rent the um the pool for the
end of the summer splash because we had
to bring in the summer bash. We think
the end of the summer splash would go
real well. So we we're thinking about
doing that also. And the last thing, I
know it's the 4th of July. I know people
like to set off fireworks. I am not a
fan of fireworks in town. I'm not a fan
because it's a danger. It's a fire risk.
But I'm also not a fan of people being
disrespectful to others and letting off
fireworks way past the time that's
allowed or on days that aren't really
the day that they're supposed to do it.
So I I'm asking the citizens of London
to be respectful to each other, to your
neighbors, your neighbors pets, and
